Sinopsis: Murray ‘Superboy’ Babitch (Michael Rapaport), un policía de Nueva York, conduce de noche de vuelta a su casa. Cuando llega a un puente, dos individuos golpean su coche. Lleno de rabia, intenta atraparlos, pero ellos le apuntan con una pistola. Instintivamente, dispara y los mata. En un instante, el puente se llena de policías, entre los que está el tío de Babitch (Harvey Keitel). Cuando éste revisa el coche descubre que los agresores no tenían ninguna pistola. Aunque el sheriff del pueblo (Sylvester Stallone) tiene jurisdicción sobre el caso, los policías de la ciudad actúan por su cuenta. El asunto salta a los medios de comunicación, de modo que el investigador de asuntos internos (Robert de Niro) no tiene más remedio que intervenir.
